Partial Payments & Prepayments
PARTIAL PAYMENTS: Taxpayers may break their annual payment into multiple installments between October 1 and February 28. The taxpayer is responsible for keeping a record of their balance and any remaining payments due. Our office does not send monthly bills. These payments can be made by mail, online, or at the Trustee’s office.
PRE-PAYMENTS: Taxpayers may choose to have a monthly ACH draft from their bank account. Please call 423-323-6464, Option 2, for more details.
How Property Taxes Work
The amount of your property taxes are set in conjunction with the Sullivan County Board of Commissioners and the Assessor of Property. The Assessor evaluates and assigns a value to the property. The assessed value is then multiplied by the tax rate set annually by the Board of Commissioners. The Trustee’s office then receives the tax rolls and will begin the process of the collection of the annual taxes. As a courtesy the Trustee prints notices, and mails them in late September of each year.
The payment period for County taxes begins on the first Monday in October and continues through the last day of February of the following year. On March 1, County taxes become delinquent and begin to accrue 1.5% interest per month. The Trustee is only authorized to remove interest charges through a Court Order or an assessment change made by the State Board of Equalization or the Property Assessor’s office.
Tennessee law does not require the mailing of tax notices. Tennessee Code establishes property owners are presumed to know that taxes are due without personal notice. Failure to receive a tax bill does not relieve the responsibility of payment, nor is a reason for the removal of interest charges.
Electronic Payment Posting Information
Payments may be made until 11:59pm on the date payment is due. Due to the ability of taxpayers to make payments outside of traditional office hours, the posting date may vary from the payment date.
The date displayed on the electronic confirmation page is recognized as the official date of payment.
A convenience fee is charged to the cardholder by the payment clearinghouse. None of this fee is retained by the County.

Tax Relief Assistance
The State of Tennessee offers a rebate program for certain homeowners who own and live in their primary residence located in Sullivan County.
Homeowners who may qualify must meet the following qualifications prior to December 31, 2024:
- Elderly homeowner age 65+ with total combined household 2024 income of $37,350 or less. Spouse or co-owner must be included in total income
- Disabled homeowner as recognized by the Social Security Administration with above income limit
- Permanently 100% disabled Veteran homeowner as determined by Veterans Administration or the widow(er) of a qualifying tax relief veteran.
Annually, State Tax Relief VOUCHER MUST BE RETURNED TO TRUSTEE’S OFFICE to receive credit on taxes. All taxes & any interest must be paid by the 4/1/26 deadline to qualify.
Both owner & spouse (even if not a co-owner) must sign the application

- Proof of residency and age
Based on individual circumstances, additional information may be required to qualify. If residence is a mobile home, a copy of title or bill of sale is required.
