What Does a Trustee Do?
The County Trustee is an elected constitutional officer who essentially acts as the Banker for Sullivan County.
The Trustee is responsible for collecting county property taxes, keeping a fair and accurate account of all money received for County Government, and investing temporarily idle County funds.

Meet Our Trustee
Angela Taylor
Angela Taylor currently serves as Sullivan County Trustee. Angela is a lifelong resident of Sullivan County with over 25 years of experience in county government roles. She took office as Trustee in September 2022.
The Trustee is an elected constitutional office . Essentially, the Trustee serves as the County’s banker. The Trustee is responsible for overseeing all receipts and disbursements for various county departments which include transactions for general government, emergency medical services, sheriff and jail, solid waste, public education, and highways. The Trustee is responsible for collecting property taxes and maintaining an accurate record of over 96,000 property tax payments annually. The Trustee must implement a sound cash management system to ensure the proper functioning of the county offices while making investments that will best benefit the County and relieve additional tax burdens on the taxpayers. The Tennessee Code describes the operating procedures under which the Trustee must adhere.
Accomplishments
- As noted as a previous issue for county tax payers, we have reopened offices in Bristol and Kingsport in November 2022.
- Also in November 2022, when the State reduced the amount of tax relief for its recipients, our Office petitioned the Sullivan County Commission to supplement the State program with funds provided through a County Tax Relief program. We have requested the Commission to continue supplementing the program each year, and, to date, the Commission has graciously done so.
- Prior to 2024, tax bills were payable only in full amount of the property taxes due. Our Office developed and presented a Partial Payment Plan to the State Comptroller's Office. The Comptroller’s approval allowed Sullivan County Taxpayers the opportunity to use a multi-month payment plan for tax payment. Currently, taxpayers can divide their tax bill into multiple payments from October 1 through February 28 without interest or penalty. Again, in listening to the tax payers of Sullivan County, we understood this as being a high priority.
- In summer 2025, our Office again sought approval from the Comptroller’s Office to receive authorization for a Pre-Payment Plan for Sullivan County taxpayers. This policy will allow taxpayers to have an ACH draft from their banking account to pay toward the upcoming year’s taxes. Taxpayers can contact any office for more information.
